2026 Healthy Streets Scorecard results
Barking & Dagenham remains in 23rd place overall this year, with its final Healthy Streets Scorecard score unchanged at 3.06 out of 10. That flat overall result, however, masks one of the borough’s clearest areas of progress: controlled parking. The borough added six new CPZs, increasing its CPZ score from 47.5% to 56.3%. This was the largest genuine CPZ increase recorded this year, and makes Barking & Dagenham the first Outer London borough to pass the 50% mark for controlled parking coverage.
The borough also continues to perform strongly on bus priority by Outer London standards. Its score rose slightly from 20.5% to 20.7%, and it remains the highest-performing Outer London borough on this indicator. There was also modest progress on protected cycle tracks, rising from 3.0% to 3.5%, and sustainable modeshare improved from 57.4% to 59.5%, one of the stronger year-on-year increases in London.
Other indicators remain less strong. School Street coverage has stalled, with 13 schemes covering 19.7% of schools, and 20mph coverage remains unchanged at 33.9%. LTNs are also unchanged at 28.7%. Most importantly, the borough’s outcome indicators remain weak: only 24.1% of residents walk regularly, one of the lowest figures in London, and cycling participation remains low at 6.2%. Barking & Dagenham’s strong scores on parking and bus priority make it an important example for other Outer London boroughs, but this now needs to broaden into safer speeds, School Streets and everyday walking and cycling.

Scorecard (factored score) chart explained
In the chart above, each borough has been given a factored score. Factor scores are composite variables which provide information about a borough’s placement on a scale. Factor scores are given by F=XB, where X is the indicator normalised score for a borough and B is the factor score coefficient (or weight). Each indicator is weighted as 1, or 0.5 if there are two parts to one indicator, for example Modeshare has a weighting of 1, Active travel – walking has a weighting of 0.5 and Active travel – cycling has a weighting of 0.5. The borough’s total factored score is the sum of all indicator factored scores which is then factored to 10 (multiplied by the number of indicators/10) to give a value on the scale between zero and 10. We can then compare boroughs against each other on the scale.
