2026 Healthy Streets Scorecard results
Camden remains one of London’s strongest Healthy Streets Scorecard performers, holding 4th place overall while increasing its final score from 6.94 to 7.12 out of 10. The borough’s improvement was driven most clearly by protected cycle tracks, where its score rose from 9.2% to 9.7%, keeping Camden among the leading boroughs in London and second among Inner London boroughs for protected cycling.
There was also progress on low-traffic neighbourhoods, with new filters and identified historic schemes increasing LTN coverage from 25.2% to 27.4%. Camden added five School Streets, taking its total to 41 and increasing coverage from 42.4% to 49.4%, one of the strongest results in London. These improvements sit alongside long-standing strengths: 20mph and CPZ coverage are effectively complete, and bus priority is comparatively strong at 33.9%.
Camden also performs very well on outcomes. Sustainable modeshare rose to 87.6%, one of the highest figures in London, more than 40% of adults walk regularly, and cycling participation has increased to 17.7%. It also has the best polluting-vehicle score in the capital, and 72.5% of households are car-free. The main caveat is that, for a high-performing Inner London borough, Travel for Life participation remains relatively weak. Overall, Camden combines strong existing coverage with continued delivery, particularly on cycle tracks, LTNs and School Streets.

Scorecard (factored score) chart explained
In the chart above, each borough has been given a factored score. Factor scores are composite variables which provide information about a borough’s placement on a scale. Factor scores are given by F=XB, where X is the indicator normalised score for a borough and B is the factor score coefficient (or weight). Each indicator is weighted as 1, or 0.5 if there are two parts to one indicator, for example Modeshare has a weighting of 1, Active travel – walking has a weighting of 0.5 and Active travel – cycling has a weighting of 0.5. The borough’s total factored score is the sum of all indicator factored scores which is then factored to 10 (multiplied by the number of indicators/10) to give a value on the scale between zero and 10. We can then compare boroughs against each other on the scale.
