2026 Healthy Streets Scorecard results

Greenwich remains in 22nd place overall this year, with its final Healthy Streets Scorecard score unchanged at 3.37 out of 10. The borough’s results are mixed: there has been some progress, but also reversals and data corrections which mean the headline score has barely moved.

The clearest positive change is on 20mph roads, where coverage rose from 62.0% to 68.9%. Greenwich also recorded a sizeable increase in bus priority, from 12.1% to 16.1%, although this mostly reflects historic measures being added to our records rather than new installations. The borough performs relatively well for Outer London on outcomes: sustainable modeshare rose to 62.6%, regular walking and cycling both improved, and Greenwich has one of the lowest levels of car ownership among Outer London boroughs.

Against this, School Streets remain a concern. Numbers fell from 10 to seven, leaving just 7.1% of schools covered; two schemes were removed and another no longer meets our criteria for inclusion because it is not enforced. LTN coverage is still low at only 15.8%, CPZ coverage has not progressed, and protected cycle track coverage remains limited at 4.2%. Greenwich’s results show useful progress in some areas, particularly speeds and bus priority records, but the borough still needs stronger delivery on all its sustainable and active travel infrastructure.

Scorecard (factored score) chart explained

In the chart above, each borough has been given a factored score. Factor scores are composite variables which provide information about a borough’s placement on a scale. Factor scores are given by F=XB, where X is the indicator normalised score for a borough and B is the factor score coefficient (or weight). Each indicator is weighted as 1, or 0.5 if there are two parts to one indicator, for example Modeshare has a weighting of 1, Active travel – walking has a weighting of 0.5 and Active travel – cycling has a weighting of 0.5. The borough’s total factored score is the sum of all indicator factored scores which is then factored to 10 (multiplied by the number of indicators/10) to give a value on the scale between zero and 10. We can then compare boroughs against each other on the scale.
