2026 Healthy Streets Scorecard results
Waltham Forest rose from 12th to 8th place this year, with its final Healthy Streets Scorecard score increasing from 5.55 to 5.85 out of 10. This was the largest increase in London, and confirms Waltham Forest as the strongest Outer London borough in this year’s Scorecard – testament to more than a decade of delivery for healthy streets.
The borough’s strength is broad-based. It has the highest LTN coverage in Outer London at 50.7%, effectively complete 20mph coverage, and the best protected cycle track record of any borough bar the City of London, at 12.2%. CPZ coverage also increased slightly to 47.2% after a couple of new zones were added. Waltham Forest’s Travel for Life score rose sharply to 69.9%, the second-highest figure in London, and School Street coverage increased slightly to 31.7%.
Outcome indicators also moved in the right direction. Sustainable modeshare rose from 65.9% to 68.1%, one of only five boroughs to record an increase of more than two percentage points. The proportion of adults walking regularly rose to 36.0%, cycling participation increased to 15.0%, and Waltham Forest now has the lowest cyclist casualty rate in London. The main gaps are bus priority, which remains unchanged at 14.1%, and School Street coverage, which still leaves many schools without a scheme. Overall, Waltham Forest shows what stronger Outer London performance can look like – a performance will hopefully now be built on even further by the new administration.

Scorecard (factored score) chart explained
In the chart above, each borough has been given a factored score. Factor scores are composite variables which provide information about a borough’s placement on a scale. Factor scores are given by F=XB, where X is the indicator normalised score for a borough and B is the factor score coefficient (or weight). Each indicator is weighted as 1, or 0.5 if there are two parts to one indicator, for example Modeshare has a weighting of 1, Active travel – walking has a weighting of 0.5 and Active travel – cycling has a weighting of 0.5. The borough’s total factored score is the sum of all indicator factored scores which is then factored to 10 (multiplied by the number of indicators/10) to give a value on the scale between zero and 10. We can then compare boroughs against each other on the scale.
